1 - Municipal solid waste in Campania

But how do these non-municipal waste in the mass of urban? There are two roads
:

b) corruption of individual operators and "bundles" them in its industrial waste compactor during the collection rounds.
c) In the past have also affected the dubious management of storage sites and processing provisional entrusted to private companies operating in the field of industrial waste.
Who would have seen it all and he did not, and why?
1) I Municipalities and the collecting society (ASIA, various consortia) involved in the distribution of patronage jobs have never activated controls and recycling to ignorance and sometimes because, for a quiet life, has left the management of illicit traffic in the hands of figures equivocal taken, which has never wanted to come into conflict because of fear or electoral interests.
2) The disposal and storage company (see FIBE, FISIA sites, "interim"), had an interest in the larger quantities being paid to possible weight (and so should not look too thin for what comes and you do not have never start recycling).

2 - The consequences

3 - What

do I want to express in brief below which could, in the light of this, the measures necessary in my opinion, and immediately effective, considering the emergency phase and the set-up scheme (which would be feasible in a few months) :
Emergency
1) the development of interim storage of touring made according to local standard (sealing, collection of leachate and stormwater, control odors and animals, etc.). to work for no longer than 15 days;
2 ) assessment of the exact composition of the waste abandoned fields;
3) evaluation of the exact composition of FOS and ecoballe;
4) controlled landfill materials no longer inseparable;
5) controlled management of leachate;
6) restoration of storage areas:
Making arrangements
- ---- moratorium for one year on the whole region of disposable containers ;
----- creating a system of checks and penalties for businesses based on the transfer to industry consortia in the quantity of packaging can be deduced from the quantity of goods sold;
----- creating a system of checks and penalties for the activities of building construction, demolition and renovation;
- ---- Start of recycling door to door (with the system of rewards and sanctions) structured on different types (Wet, metals, paper, plastic, glass, hazardous municipal, residual undifferentiated share);
- ----- accurate assessment of the composition of the waste collected in Campania;
- ---- creation, every 30-40 thousand inhabitants, storage sites for dry materials (which give the collection) and immediately connected to industry consortia (for a city like Naples, it could also create 20-30);
- ---- creation of at least 15 plants composting in Campania, where the moist
confer differential together with waste from pruning and fruit and vegetable markets, with the possibility of creating a mark of quality compost from Campania DOP (in order to have a revival of
image of our tormented land);
----- accurate assessment of the commodity share of residual waste (which should not exceed 20% of current) to assess the most appropriate final destination (could not necessarily be the cheapest incineration ).

4 - A final observation
The last point I want to do is on the identification of disposal sites that are currently being addressed on old closed landfills (Plain, triplets, Ariano Irpino, etc.)..
Environmental legislation has always provided (since 1984), the phases of management of the so-called post-mortem dumps, huge management detailed legislation in 2003. The responsibility of monitoring and effective implementation of post-mortem is primarily in the hands of municipalities.
Why is not it?
And especially since there are no data of the environmental impacts (soil, subsoil, water, air) required under these laws?
